Voluntary means voluntary. Any who claim otherwise, who act and feel so entitled over you, have the same psychological makeup as any other rapist, wife- and child-beater.

When any solicitation for a Social Security Account Number is accompanied by a Privacy Act Notice stating that "Disclosure is Voluntary", disclosure may never be compelled (42 U.S.C. § 408(a)(8)), and no service or benefit may be withheld (P.L. 93-579 § 7). Any threat to withhold any service or benefit, any such effort to compel disclosure, constitutes a felony by the soliciting individual and organization.

MOREOVER, any flaw in a Privacy Act Notice that states that "Disclosure is Mandatory", any failure to comply with the specific requirements that must be met to legally mandate disclosure of a Social Security Account Number, renders such a claimed mandate illegitimate and illegal.
